本报美里10日讯)肯雅兰全民党(PBK)美里区部主席陈祥业律师今日召开新闻发布会,严厉批评砂拉越政府在特别州议会中通过将州议席由82席增加至99席的法案,直指该议案“不合理也无必要”,并称此举未能真正回应砂拉越人民对《马来西亚协定1963》(MA63)下自治权的期望,反而暴露砂政盟(GPS)企图通过操控议席数量继续巩固执政优势。
(Miri, 10th July) Parti Bumi Kenyalang (PBK) Miri Branch Chairman, Lawyer Mr. Tan Seng Giaw, held a press conference today, severely criticizing the Sarawak government's passing of a bill in the special state assembly to increase the number of state seats from 82 to 99.
Malaysia's Anti-Corruption Commission (MACC) estimates that Malaysia lost RM277 billion to corruption between 2018 and 2023, according to astroawani.com. Additionally, a report by Vietnam+ (VietnamPlus) stated that Malaysia lost roughly $58 billion to corruption in five years.
People's task is to elect a good government and by putting good people in the Legislature. If we want to have a good government and good people in the Legislature we should stop Politics of the Belly, that is politics of clienteleism in which politics is seen as a business or a commerical enterprise and voters as clients where votes are bought and traded with money and gifts.

SSRANZ and PBK Condemn Betrayal of Sarawak’s Oil & Gas Sovereignty
The so-called “Joint Declaration” between the Federal Government, PETRONAS, and the Sarawak Government is not a victory for Sarawak—it is its final surrender of Sarawak oil and gas rights.

We can see clearly through the Joint Declaration that PETRONAS is still the owner of the oil and gas of Sarawak, with PETRONAS selling oil and gas to PETROS at prices set by PETRONAS for PETROS to distribute to their respective customers.
Parti Bumi Kenyalang strongly oppose the amendment to include section 171A into the Sarawak Land Code. This is because the inclusion of section 171A to the Sarawak Land Code is a political time bomb can may one day cause spark to racial riot in Sarawak.
Most people only understand one side of the Borneo conflict— Why were Australia, the United Kingdom, and New Zealand involved in this war from 1962 to 1970, supporting the formation of Malaysia and maintaining Malayan dominance? But rarely do we ask: what is the story from the other side? Why did thousands of Bornean people resist Malaysia? What were they fighting for?
After matters came out in the press yesterday, people complained to me that the distribution of cash vouchers for Gawai in the sum of RM30-00 by the GPS YBs is an insult to the Dayaks. To them, it shows that Dayaks are cheap and could be "bought" for RM30-00.
Democracy is about representation, check and balance but without any strong opposition, there is very little check and balance against government policies as it is now.
The right to independence is a birthright of all citizens. Sarawakians have rights to Independence. In order to enjoy the right of independence, rights of Sarawakians should not be taken away by the federal government. At the same time federal leaders have no right to tell Sarawakians and Sarawak govenment what to do and what not to do.

I have some years ago echoed what the Rajah Order 1920 decreed about natural born Sarawakians be accorded native status. The Rajah Order 1920 which came into force from January 1, 1923 vide Sarawak Government Gazette Notification No: 143 (in Roman numerals CXLIII), 1922 dated November 16, 1922 at page 406.
The rule is clear. Before Malaysia was formed there was no Petroleum Development Act 1974 (PDA74) but there was Oil and Mining Ordinance 1958 (OMO58) and definitely during pre-Malaysia, OMO58 gave Sarawak the exclusive rights to regulate and control the oil and gas resources of Sarawak.
Parti Bumi Kenyalang called for the safety of Sarawakians who are working or studying in Malaya and in Singapore. It is estimated that there are about 400,000 Sarawakians working and studying in Malaya and in Singapore. In Johore, there could be over 100,000 Sarawakians living or working there.
The Petroleum Development Act 1974 (PDA74) although argued unconstitutional or an invalid Act and unless repealed, vested the ownership, rights, powers, liberties and privileges of oil in Sarawak and Sabah in the hands of PETRONAS. Since ownership of the oil and gas resources had been transferred into the hands of PETRONAS, PDA74 does not require PETRONAS to pay “royalties” but, “cash payment” as compensation for the loss of these resources to Sarawak and Sabah.
The Sarawak GPS government should not open its doors to any collaboration with Petroliam Nasional Bhd (PETRONAS) in all matters concerning to the rights of the state in Sarawak’s oil and gas resources including the state’s hydrocarbon resources. To allow any door or any collaboration to these resources with PETRONAS would be seen by Sarawakians, as a derogation of the people’s trust in the GPS government.
Religion is important for the upbringing of children and we wish that the state government look into this seriously. It is learned from the press that the Sarawak government has approved about RM95 million to build the first Islamic International School in the state.
Chong Chieng Jen had been talking a lot since past years about the oil and gas issues and made it a campaign promises under the Pakatan Harapan Elections Manifesto for 14th General Elections. In the manifesto it mentioned that on the promise of 20% oil and gas royalties and 50% of tax revenue for Sarawak, the Pakatan Harapan promised that the amount will be paid to the Sate Government even if PETRONAS cannot afford to pay the 20% royalty, the Federal Government will top up the amount of 20% royalty.
We are cery proud to have an airline of our own but, many airlines in the world collapsed! At one time MAS was said in problems with management and it was Idris Jala who salvaged the whole thing.
In a statement issued by the chief secretary to the premier it mentioned that the Sarawak GPS government said it maintained the stand the Oil and Mining Ordinance (OMO) 1958 co-exist with the Petroleum Development Act 1974(PDA74) to ensure that rights of Sarawak is protected.
There is nothing expressed in the Sarawak Constitution whether there is or no official religion in Sarawak. In the absence of any clear exclusion of any religion as the official religion in Sarawak, it is difficult to say there is no official religion for Sarawak when the federal constitution expressly says that Islam is the official religion of Malaysia.
Malaysia has many high profile corruption cases. Sarawak is also not free from corruption in high places. Many senior politicians and former prime ministers and ministers had faced investigation by relevant authorities in recent years.
There had been so many arguments about house detention of convicted prisoners in recent weeks. Little knowledge is dangerous, and it is wise to read the statue carefully and not argue based on assumptions or on memory. I also at first was influenced by arguments by some influencers that confused me, and I had to look at the law more carefully and not to listen to what influencers said.
Nowhere was there any agreement by Sarawak before Malaysia was created, that Sarawak had agreed that the federal government could take over the control and ownership of Sarawak’s oil and gas resources. It was in 1974 with the passing of the Petroleum Development Act 1974 (PDA74) that Sarawak lost this right.
The Road Transport Act 1987 has to be amended to impose criminal liability on the registered owners of motor vehicles who consented the use of their motor vehicles leading to accidents by unlicensed riders or drivers.
Although the Inspector-General of Police said police is empowered to stop and inspect handphones of citizens but there are conditions that police needs to comply before such inspections could be allowed. Not all police officers are empowered to inspect handphones in public places and in homes of citizens.
The Malaysian government intents to rebuild Gaza after the war with Israel had ended about two weeks ago. This shows that the Malaysian government is caring, knows and can feel the sufferings caused by the war to the people in Gaza.
